Research & Data Collection: UK Council Tax PDF Dataset for AI Training

We are seeking a detail-oriented researcher to support Vera, a regulatory-grade AI platform for debt negotiation, by collecting and organizing a representative dataset of UK council tax arrears and collection process guidance.

Objective:

Power Vera’s AI negotiation engine by assembling a clean, diverse dataset of council tax guidance documents from 50–60 UK local authorities.

Scope of Work:

  • Identify UK council websites that provide public guidance on council tax arrears and collection processes

  • Download or save as PDF any relevant guidance documents or process explanations (web pages or PDFs)

  • Prioritize coverage across a mix of urban/rural councils, different population sizes, and all UK nations/regions

  • Focus on documents that clearly outline:

  - Step-by-step collection and enforcement processes

  - Escalation timelines

  - Enforcement actions (e.g., liability orders, bailiffs)

  - Payment plan options and hardship policies

Deliverables:

  • A shared folder (e.g., titled Council_Tax_PDFs_July2025) containing:

  - All downloaded PDFs or saved versions of web pages

  - Clearly labeled by council name

  • A Master Spreadsheet (Google Sheet or Excel) including the following columns:

  - Council Name

  - Source URL

  - PDF or File Name

  - Summary of Document Content (2–3 sentences)

  - Notes on language style, unique features, or clarity

Deadline:

  • Wednesday, 30 July 2025

Budget:

  • $200 fixed fee

Required Experience and Skills

  • Strong research skills, ideally with public sector or legal content

  • Comfortable working with structured and unstructured web content

  • Ability to summarize technical/legal documents concisely

  • Familiarity with UK councils/local authority structures is a bonus

Preferred Qualifications

  • Previous work collecting government policy documents or regulatory content

  • Experience with content tagging or dataset creation
